Founded in 2012, the Toronto Island Pilots Association (TIPA) was created to bring together general aviation (GA) stakeholders in a unified voice at Billy Bishop Toronto City Airport. In 2015, this collective effort contributed to a City of Toronto report outlining a vision for the future of GA at CYTZ.
As the only downtown airport in Canada that serves general aviation, Billy Bishop plays a vital role in keeping the skies accessible, connected, and community-driven. TIPA continues to advance this shared vision by working collaboratively with pilots, partners, and the public to ensure general aviation thrives—through advocacy, education, and ongoing engagement.

Preserving accessibility, facilities, and operational capacity despite emphasis on commercial operations. This involves ensuring that GA continues to have space, resources, and the fair opportunities to operate it deserves.
Protection
Protect GA at CYTZ from being overshadowed by expanding commercial operations, ensuring it remains a sustainable and integral part of Billy Bishop Airport’s future.

“TIPA believes that a sustainable airport is one that adds value to people’s lives in a manner that balances the environmental, economic, and social well-being of the community for today and tomorrow. Good management is the key to ensuring the Island Airport has a diverse, healthy and meaningful future. As such, TIPA sees a responsibility to maintain the airport in a manner that ensures future generations can enjoy the same environment that is experienced today.”
