Membership Policy
1. PURPOSE
This Policy provides operational guidance to implement By-Law No. 1 of the Toronto Island Pilots Association (TIPA). It supplements the By-Law and does not override it. Where a conflict exists, the By-Law and the Ontario Not-for-Profit Corporations Act, 2010 prevail.
2. MEMBERSHIP CLASSES AND ELIGIBILITY
a) Full Members (Core Pilots)
– Individuals approved by the Board who either (a) demonstrate ongoing operational reliance on Billy Bishop Toronto City Airport (YTZ), or (b) in exceptional circumstances, have demonstrated sustained and material contribution to the advocacy, protection, or advancement of general aviation interests at YTZ. Full Members are the only voting members, subject to tenure requirements.
b) Student or Associate Members
– Individuals who support the objectives of TIPA and do not qualify or choose to be a Full Member. This class may include student pilots holding a valid Student Pilot Permit, retired pilots or former aviation professionals, and other individuals supportive of general aviation at YTZ. Training toward additional licences, ratings, endorsements, or recurrent proficiency does not in itself determine membership class. Student / Associate Members are non-voting.
c) Corporate Members
– Businesses, organizations, or entities with an interest in or connection to aviation, YTZ, or general aviation advocacy, approved by the Board. Corporate Members are non-voting.
d) Honorary Lifetime Members
– Individuals recognized by the Board for exceptional service or contribution to TIPA or to general aviation interests at YTZ. This membership, used sparingly, is conferred by invitation only and is non-voting.
3. ACTIVATION OF VOTING RIGHTS
Full Members (Core Pilots) become eligible to vote only after maintaining continuous Full Membership in good standing for a minimum of twelve (12) months, unless otherwise determined by the Board in exceptional circumstances.
4. MEMBERSHIP FEES
Membership fees are established by the Board from time to time and may vary by class. As of adoption of this Policy, the annual fees are:
● Full Member (Core Pilot): $45
● Student / Associate Member: $25
● Corporate Member: $150
● Honorary Lifetime Member: No fee
Fees may be adjusted prospectively. The Board may waive, reduce, or prorate fees in appropriate circumstances.
5. MEMBERSHIP APPROVAL & ADMINISTRATION
All applications for membership are subject to approval by the Board of Directors. The Board may delegate administrative aspects of this Policy as the organization grows, provided such delegation remains consistent with the By-Law.
6. INTRODUCTORY PARTICIPATION (NON-MEMBERSHIP)
From time to time, the Board may invite individuals to participate in introductory or community initiatives (such as the ‘TIPA – YTZ GA Network’). Participation does not constitute membership and confers no voting or statutory member rights.
7. DISCIPLINE AND STATUS CHANGES
Membership status may be suspended, terminated, or changed in accordance with the By-Law and this Policy. Members may transition between classes as circumstances change, subject to Board approval.
8. REVIEW AND AMENDMENT
This Policy shall be reviewed periodically and may be amended by resolution of the Board of Directors.
